
The units at the Headquarters are Public Affairs, and Legal Affairs.
Administration and General Services Directorate
This Directorate is responsible for the provision of Support Services to the Secretariat The Directorate shall comprise Estates, Transport, Procurement, Stores, Security, and Office Administration (records management and personnel administration and welfare) Units.
All attempts at staffing the Directorate have proved futile since directors sent to the directorate have refused to stay.
Policy, Planning and Budgeting Directorate
This Directorate is made up of three main divisions: Policy Planning, Budgeting, and Monitoring and Evaluation. Currently there is one Principal Planning officer and two Senior Planning Officers in the directorate
Quality Assurance and Technical Services Directorate
The QATSD was created in 2007 through the assistance of DANIDA and it is made up of three divisions namely, Technical Services, Organization Development and Institution Performance Management (using FOAT))
The Directorate has the responsibility to undertake review of service delivery standards and facilitate its publications, conduct beneficiary assessment surveys for RCCs and MMDAs, manage the conduct of the functional organizational assessment for Local government; and advice on placement of new organizations in the service’s structure among others.
Presently, the Directorate has three (3) number staff and an International Technical Advisor under the DANIDA sponsored Local Service Delivery and Governance Programme (LSDGP).
Through the establishment of the directorate DANIDA has provided funds for the construction of a 3-storey additional office accommodation for the Local Government Service Secretariat under the supervision of QATSD. The office building is to be completed in March 2009.
Financial Management Directorate
The Directorate is responsible for the financial resource management of the Service including internally generated revenue, transfer from the centre, donor inflows, borrowing as well as reporting.
The directorate is staffed by the Controller and Accountant General staff made up of 9 Director of Accounts, a Senior Accountant supported by two (2) National Service personnel
Human Resource Development and Management Directorate
The Directorate is made up of two key divisions. These are: Human Resource Planning; and Human Resource Development (Training). The Directorate is also in charge of Recruitment, Manpower Planning, Development of Training Programme, Carrier Management and Management of Training Programmes.
Management Information Systems Directorate
The Directorate is made up of the following units:
- Integrated Personnel Payroll Database (IPPD)
- Management Information Systems
- Database management System
- Website Management
- Records
Internal Audit Directorate
This is responsible for planning and conducting internal audit at the Secretariat as well as coordinating the work of internal audit units in the Service in accordance with the Internal Audit Agency Act 2003 by using the standards, practices and principles set by the Internal Audit Agency. The unit has a Director of Internal Audit or and an Assistant Internal Auditor.
It is clear that the LGSS is grossly understaffed. The Legal Service Unit and Public Affairs Units are yet to be established and staffed.
